The 2017 Kryfona parliamentary election was conducted on 1 October, 2017, to elect 81 members to the 49th Assembly of the Kryfonsparliszaiye. The 2017 election was the 49th in the history of the Kryfona Kingdom. The outcome of the election was expected to be very similar to the 2011; only a few seat changes were anticipated, and some projections forecast no seats changing hands at all. The primary source of turnover expected in the Kryfonsparliszaiye was as such resignations, of which there were four. Like with the previous three elections in 1999, 2005, and 2011, a coalition was expected to be brokered between the UKP and the Secessionist Caucus to establish a majority.

In a surprising event, the Kryfona Loyalist Party made massive gains, surging by over a point and a half in the popular vote and netting one seat. The party gained seats in South Fyranasaa and Galasila while losing a single seat in Reszegha to the Royalists. The YKM was the loser of the Galasila seat, and was the only party to have a net loss of seats in the election. Ultimately, only these three seats actually changed hands in the election. This state of affairs left the UKP-Secessionist alliance with a working majority of 9 seats, 7 of which were in their control. This marked the first time since 1963 that two elections in a row saw a working majority of 50 seats; the votes of the Aryela Party allowed this to occur.

Electoral system

A total of 299 candidates stood for election during the 2017 election, matching the 2011 election's candidate number. Three parties (the UKP, KRP, and KLP) had candidates in every district, the YKM had candidates in 24 districts, the Pažem Tuszkeya had candidates in 22 districts, and the Aryela Party had candidates in 10 districts. These parties were the only parties to stand for election, as under Kryfona law only a set number of the largest parties ("federal parties") can officially contest federal elections per the Majority Party Act of 1839 and its 1902, 1962, and 1981 amendments. This is to ensure that majority governments are possible and prevents the Kryfonsparliszaiye from fragmenting into a large number of parties that then cannot form coalition governments. The number of parties able to stand for federal election was most recently changed from 5 to 6 during the 43rd Assembly in 1981. Independents are also allowed to stand for election, but zero independents officially stood, as in 2011. Several candidates attempted to do so; however, funding issues and difficulties in collecting signatures ultimately meant that none of them made the ballot.

Early voting for Kryfona citizens living abroad began 1 September, 2017 and began for domestic Kryfona citizens on 15 September, 2017. Both periods of early voting ended of 25 September, 2017. Poll voting began on Saturday, 30 September between 7AM Nylzsryf time and 9PM Nylzsryf time, and also occurred between the same times on Sunday, 1 October to facilitate the needs of working Kryfona. Because both of the voting days fell on a weekend, a holiday was not declared by the government.

Electoral system and procedure

Each parliamentary constituency (or less commonly "parliamentary district") returns an MP to the Kryfonsparliszaiye by way of first-past-the-post voting. There are 81 such constituencies distributed through the Kingdom. Some provinces return more MPs than others–Yaraa and Lawvsgara return 8, for example, while Areimsede returns just one. The number of constituencies in a province is loosely related to its total population. A party must win 41 or more seats on its own to form a majority government. If no single party wins 41 or more seats, the party with the most seats is entitled to form a government either through use of a minority government or a patkoaliza. If no government is formed within a year of the election date, a snap election must be held–to date, however, this has not happened.

Under Kryfona law, only a set number of the largest parties ("federal parties") can officially contest federal elections per the Majority Party Act of 1839 and its 1902, 1962, and 1981 amendments. Independents are also allowed to stand for election, and must announce their intention to stand in a seat before 5 July, 2017. Barring unusual circumstances, all six federal parties will contest the election.

Campaigning will officially begin on Friday, 30 June, 2017, with candidate slates set to be announced either that day or the day after. Early voting for Kryfona citizens living abroad will begin on 1 September, 2017 and will begin for domestic Kryfona citizens on 15 September, 2017. Both periods of early voting will end on 25 September, 2017. Poll voting will begin on Saturday, 30 September between 7AM Nylzsryf time and 9PM Nylzsryf time, and continue between the same times on Sunday, 1 October to facilitate the needs of working Kryfona. Voting requirements

To cast a vote, a person must:

  • Be a citizen of the Kryfona Kingdom
  • Be registered to vote with the Commission for Federal Elections
  • Be 16 years old or older by Election Day
  • Not be currently incarcerated
  • Have a valid voting ID or other form of ID

It is not necessary to be registered by Election Day to vote. Eligible voters who are not registered on Election Day can register at their polling station on one of the days of voting.

The legislative leader (and incidentally this is true of all other group leaders in the Kryfonsparliszaiye) does not necessarily have to be the party leader and, owing to the responsibilities of party leaders, typically is not. Darenaz Tezec was appointed to hold the position by Dajeila Zasane on 1 October, 2005.
